Setting out a six step plan to build a healthier Scotland

Ahead of the 2026 Scottish election, we’ve launched our manifesto – calling for the next government to back earlier support in communities, smarter workforce planning and investment in data, research and sustainability.

Scotland 2026: Six steps for a healthier nation is our manifesto urging all parties to back practical measures that move help upstream, reduce hospital pressure and deliver better outcomes for people across Scotland.

Why OT matters in Scotland

With more than 4,000 HCPC-registered occupational therapists working across communities in Scotland, we know timely occupational therapy prevents crises, supports independence and tackles health inequalities – but services are under strain from unfilled posts, rising demand and outdated systems.

The six steps the next Scottish Government needs to take:

  1. Refocus resources to strengthen community based teams.
  2. Expand entry routes to build a sustainable workforce.
  3. Improve workforce planning  and data for better decisions.
  4. Invest in tools and technology  to deliver better outcomes.
  5. Support research and innovation to advance practice.
  6. Equip the profession to meet sustainability challenges.

Why this matters now

Scotland’s health and social care services face sustained pressure as more people live longer with long-term conditions. 

Almost four in ten adults report a health condition that limits daily life, while life expectancy remains lower than in other parts of the UK and Western Europe. 

We think that shifting resources to prevention and early intervention will help people live healthier, more independent lives in their own homes and communities, while easing pressure on hospitals and specialist services.
